I believe they talked about having presets as well as allowing you to save your own presets.

Yes. There will be presets with different themes and difficulties.

As far as content goes, the Sandbox Options aren't "just options". They are whole gameplay experiences.
You can tailor your game in so many different ways now that it feels like a whole new game.

Yes. You can get a text code (generated from all the settings that were different from the defaults) and give it to others to import. They can be pretty long as we need 3 characters per setting that was changed.

You can make named presets and the game will come with some predefined.

I believe the same settings string you get in game in the UI can be pasted into serverconfig.

Not only can you make presets of your own. You can share it with other players and even use them on your dedicated server.
