As someone who uses Pyro Paints, I still disagree with this. More paints in vanilla are a good thing. They removed a LOT of them, so there is plenty of room to add more. More paints in vanilla mean the POI can have more variety and not use the same few paint schemes over and over again. Different paints aren't just for bases. They are important for POI as well. Using a mod doesn't help with POI unless they are custom POI that were made using that mod. I do agree that if TFP adds more paints, they should include some that aren't old. Those might be appropriate for most POI, but people like nice looking bases, so they should also include some that are nice. This won't be a particularly console-friendly comment, but I'd really prefer TFP left the paint alone. Right now on PC we can mod in additional paints via OCB and pyro paints, which adds a bunch of non-apocalypse textures. Our newly constructed bases can look pristine. TFP does a great job with textures, but if they add a bunch more I'm betting they'll all be run down textures... and as I understand it even through mods there is a hard limit to the number of textures the game can support. So we could very well lose pyro paints (or its future equivalent) in the process.
As far as a limit, yes, there is one. But considering how many were removed and that Pyro Paints worked fine when those were all there before, there's no reason they can't add more back to the game.
