Summary: (Ghost Buildings)
Edit: Not a bug. Distant terrain is generated at start up and is not then refreshed thereafter. So, if you make major modifications to the terrain, they will not be reflected in the distant terrain. -- OzHawkeye (temping for Holyjoe (or Hated)... hehe)(hopefully correctly)
Yes, sadly imposter POIs don't update when changes are being done to them.
We can hopefully adress this in a future update.

Status: NEW I have not seen this as a known issue.
