Lets see what games on console are modding now? ark survival ascended they are releasing an update for 30 gigs for downloadable mod space, space engineers has mod support, arma reforger just released console mods, fallout 4, Skyrim......Its seems they are relaxing the restrictions a bit more lately...If the older consoles are limited, why do some of these other games have no issues getting mods out to those systems? Hopefully 7 days devs can work something out in the future....I guess because 7 days its a voxel engine makes it more difficult? idk
Yeah, none of those games are CPU bound, and don't have the same RAM and storage requirements as 7 Days. They aren't fully 3D Voxel games. Ark is probably the heaviest, and even that only cares about your GPU. Which is something the consoles are relatively good at with the APU on the chip since most games have very little CPU demand.
7 Days on the other hand is demanding a lot of processing from the CPU, from the GPU, and requires heavy data streaming from storage to RAM.
Minimum spec for the PC is a quad-core CPU @2.8GHz
(vague as ■■■■ I know), 8GB RAM, and a dedicated GPU with 4GB VRAM.

Series-S meets the CPU requirement, and that is pretty much it. There is only 8GB total RAM available to the client, shared with both CPU and video processing. It has no dedicated GPU.
This is the metric consoles are held to because of Microsoft.
(Though honestly if they didn't force developers to support the Series-S, hardly any games would be available on it.)
Even looking at the decent consoles, they are borderline on the requirements. PS4 and Series-X only have 16GB RAM that is shared between CPU and GPU processing, and there is no dedicated GPU.
Which is why there is basically zero overhead for mods. Even an xml-only modlet is going to add some processing and extra RAM usage.
