The concept of learn by doing is solid; your example of forge use to maximize xp just highlights one of the implementation flaws that needed to be fixed. The whole system didn't need to be scrapped.
What's done is done; I doubt it's coming back except by modder magic.
A lot of things are a nobel cause or solid concept but in a game like 7 Days where there are a million activities it gets complex, and in the end ruins fun of just playing the game and enjoying it.
The best solution would LBD attribute gains by using items governed under those attributes. Raise attributes by using things goverened by the atttribute. This would introduce attribute grinding or balance problems say raising strength is easier with mining instead of cooking, so you grind whatever is easiest to raise your attribute. Individual perk grinding would be too hard IMO, and it ends up being the guy who grinds wins, vs just playing the game and buying what you want. XP is much more balanced now and we love what we landed on, hopefully it wins over a few people.
TFP has no interest in this but its an idea in my idea graveyard someone could try as a mod.
I don't suppose the cleanup could go on another CPU thread, could it? Because I have to agree that it's actually very annoying. I've learned to live with it, but painfully so.

I'm guessing the events spawning would be easier to complete quicker than bandits. If I had to choose, I'd prefer to see the events groundwork done first. (I know its a "whoever has whatever on their plate" thing.)
Events groundwork though would give us outdoor and possibly night specific spawns, and that would give us significant gameplay difference keeping us content until the next longer exp drop.
If events are documented well enough, modders would probably have a field day with it as well.
As far as events, are you hoping to have poi specific triggers, or even quest specific triggers? (Like, say, a simple fetch quest in a military poi that triggers a platoon of military zombies in the yard so you see them when you come out, and have to fight your way out.)
Events could be a huge game changer, like stealth and sleepers were.
I agree, we'll have to see how things go but I can see it dropping before bandits, its probably not a ton of work to get a first version in that replaces wandering hordes, air drops etc.
