The return of old POIs?

Perhaps. I don't have any information to confirm or refute that notion. In terms of biomes and where cities appear, I can agree.

In terms of city layouts, I don't. I suspect that RWG's move to districts was to try to bring more logic to POIs that appear next to each other in cities and the move to Tiles to make that happen was to improve the appearance of cities by eliminating dead space between the POIs and allowing integration of the POIs with roads and sidewalks.

Traders moving to Gateway Tiles could be either, though I think that was more of a way to scatter them out across the map.
City layouts are great. Hadn't mentioned those. It makes sense to lay them out in districts as they are in the real world. I'm assuming story mode on the trader lockdowns because I'm given to understand they're affiliated with either the Duke or Noah, i.e. are in their respective territories. If story mode is confined to Navezgane, there's no reason for them to be so locked in place in RWG, imo.

If you just mean that any trader could appear in any biome, then I'm cool with that.

If you mean traders should be able to appear anywhere in a settlement, then on the POI side there would be some extra work. If you wanted those 60x60 (I think) POIs to land in any district of a city, then not all districts accept that size, so you'd either need alternative trader POIs or to add that size to those districts. If you add that size to the districts then you have to create a bunch of same-size non-trader content to avoid getting empty lots.

I don't know if this would satisfy you, but I think traders belong in the wilderness, not in cities. I mean, why would you setup shop in a place crawling with zombies?
