Hunger Not Restored To Full After Dying

I'm treating my A21 game like a true experimental, so I'm not as upset if I die.  Since the zombies are a tougher melee fight now with higher chance to stun or bleed, plus hitting harder, I'm frequently testing melee strategies and tactics.  So I died last night, I think the second time in this playthrough (day 9 or 10), and respawned at my bedroll.  My thirst meter was restored to full but hunger was not, it remained around half.  The -25% XP penalty was present.  My previous death in this playthrough resulted in fully restoring both thirst and hunger, as it did in A20.  I think I did have an infection that was low, around 1.2%.  What causes the hunger meter to not be restored when dying, or is this a bug?

 
Really?  I've never had it happen in A20 and I saw it happen once and only once in A21 while still in experimental.  Every other time, it is full health, full food,  full water, no debuffs.  But that one time left me without filled water or food.  What would the reason be to have it randomly decide whether or not to fill your food and water?  If they want to have it not full them, that's fine.  But it should be consistent.

 
Someone has a similar bug report on it, but their QA team is having trouble reproducing. I chimed in with a way to reproduce but it required some weird setup and specific timings. If you guys have additional insight you can add your comments to this.
