If you are down to possibly piss off your company and continue playing, its probable if you can manage to install VMware to run a virtual machine with admin privliges and bypass their security by creating your own computer within a computer.... But, I can 100% promise thatll piss off an IT guy somewhere.... If companies block steam or netflix or amazon (no matter if they block an app or block the internet access to them) it's often not a question of risk, but they want to avoid distractions of their employes and/or that they "abuse" company hardware.but I consider Steam a low risk.

I don't know where OP comes from, but here in germany you aren't allowed to use company hardware for any private purposes, until your work contract explicitely allowes private use of that. If you do it anyway, that's a reason to become fired.
As for playing without Steam, you can as long as you play local solo games offline.
I did have to restart steam for the button to turn on though.
unless i am remembering completely wrong, you can start steam in offline mode.
