Actually, I can see how this could be done. The impact would be pretty large though, and would affect the entire world. It would also add additional SI-level calculations to the game which may impact overall performance.Before something can be balanced, it needs to be balance-able in the first place. Gazz can change the price of a club or the requirements for a perk, but there's nothing he can tune to make a broken ladder 10% less effective. Broken ladders exist outside the set of balance-able parameters, and that's not good.
To put it simply, have damaged blocks impose a speed debuff based on how damaged they are. There are a couple of ways I can see of doing it that would be fairly simple, and wouldn't add a lot of overhead, but they would require tonnes of additional coding. The best overall way would be internally calculating it like the SI is managed though.
