buffInjuryKnockdown01Cooldown not functioning?

So I made my first xpath edit to set the knockdown cooldown higher so players couldn't just constantly stunlock zombies - at least that was the hope as it makes them all pretty trivial.

It looks like the xpath worked, the duration is now 30, but it seems not to matter. Zombies get ko'd immediately regardless, as soon as they stand up.

 
Done a bit more research, edited the stun cooldown as well to give that a try - nothing.

Made the stun buff visible and gave it to myself just to be sure that it was applying properly and it was when given by console - no idea if it is applying after KD by sledge.

Messed with entity values for knockdown as well which seemed to have little effect either.

 
If this isn't working as intended, consider writing up a bug report with enough detail so the TFP testers can reproduce.
