I suspect the Gyro was another 60% prototype placeholder never to be polished and never to be revisited. There likely was a decision long ago that VTOL would make cheesing loot on the skyscrapers too easy, and hence it remains. It can be done with the gyro but its a much riskier endeavor.
Although, I like a certain amount of realism and more mechanics that mimic irl systems, the gyro just doesn't feel right and with vehicle muscle memory, its too easy to yeet yourself out of the thing.
Several vehicle mods add helicopters and more "helicopter like" flight. Perhaps someone someday, will just mod the flying physics from the mods to the gyro...

There's been a heli in xml for a long time now. Doubt it ever gets added, but it's there.
The helipads at traders seems to be more of a potential fast travel point than anything. Don't recall anyone ever saying they were meant for players with gyros, so not sure what makes you think that. A gyro isn't a heli and isn't meant to be.
Also, people that struggle to fly something as simple as that really make me question their abilities. It is easy to fly it once you know the controls, not sure how you could really improve it, though you seem to be saying its controls are poor simply because it isn't VTOL. That doesn't make the controls poor, that makes your expectations of how it should work incorrect.

Its controls are poor and obtrusive as opposed to intuitive and/or the thing sluggishly responds to controls. Getting used to them doesn't really have any bearing on that. Mod authors apparently have tackled the controls in the past. No idea if there are any current versions of gyrocopter control mods.

I mean, have you looked at it? What makes you think it should fly like a proper aircraft? I really don't understand the issues with it. It flies just fine.

I think the issue lies with not having a joystick. Using only the WASD-C and space bar (or whatever are the corresponding things on console). I DO have a joystick for flight simulators and I can tell you that using MSFS without it is ... pretty much like 7DTD with just the buttons.
Maybe if there was a way to use A and D for roll control it would be a little better. Side to side motion of the mouse is modal; either controlling the view or changing direction (on the surface). Why not control roll and pitch with the mouse when in the air?
Also, cheesing the skyscraper loot is just a matter of laddering up the side of the building. No flying needed there.

I don't think the Gyro handles poorly because it won't let you ascend and descend like a helicopter, that's just my personal preference. It just handles poorly overall, in my opinion. I can get in, take off and gain altitude with no problem. But when it comes time to land and land accurately where I'd like to, that's where the poor control comes in for me.
I don't think it's bad overall. I actually have fun flying around in it. I just wish you could take off vertically and land that way too. Again, personal preference. And I also think it's a perfectly logical deduction to see a heli pad at the trader and think it could be for the Gyro.

The ServerSideVehicles mod adds a version of the gyro (craft from a gyro and some more material) called the Whirlygig. Flies like a helicopter. It's a must have mod for me, flying with it is great. I do use a gamepad with stick mapped to pitch up/down. Landing on the H of the helipad is easy.

Any time I see someone look at the gyrocopter for the first time, whether it be in watching videos or playing with other people, the response is - without fail - "helicopter!". When they go to see the name, they read 'gyroCOPTER'. Thus, the impression is made, reality is cemented: helicopter. Gyrocopters as a vehicle are much less known than helicopters, so the expectation that it will behave as a helicopter makes people hate it immediately because it is not, in fact, a helicopter.
You'd hear no complaints from me over improving vanilla flight controls, or adding more ergonomic ways to control doors/gates/drawbridges.
I've seen enough clips and videos of backyard-made helicopter incidents to say that I wouldn't assume people would be able to competently create a VTOL vehicle out of scraps and duct tape - and helicopters as a thing in the real world with the extensive maintenance they require at minimum are only marginally able to stay flying as it is. I just assume trader helipads are for supply deliveries from far-off civilization, like the plane drops but for traders. (+Edit add: Throwing in a pre-opening animation before they open on a restock day where a helicopter makes a delivery would be pretty fantastic, hint hint)

Out of curiosity since I'm pretty sure you're on console... have you ever tried using a mouse and keyboard and flying the gyro with that instead of a gamepad? I'm going to assume that it's more difficult with a gamepad because it really isn't hard with keyboard and mouse. I'm not saying they couldn't maybe make it better, but I really don't have trouble with it unless I'm not paying attention to what I'm doing and clip a tree or telephone pole or something. The only thing I'd really like to see is the ability to lock forward motion so I can let go of the forward button and keep flying at full speed.

Yea, I'm on Xbox Series X. Xbox has mouse/keyboard support but I'm not sure if the game supports it. I just enjoy using a controller instead.
Using a controller to fly the Gyro is pretty straightforward. I find it difficult trying to slow down and land accurately. Slow down too much as you descend and you start to fall out of the sky, hitting the ground and bouncing 3 or 4 times. Slow down too little and you overshoot your target.
The controls aren't horrible and I'm not expecting it to be Microsoft Flight Sim. My own personal preference of fun gameplay is to be able to land and take off straight up and down directly from my current location. Trying to struggle with landing that thing in a hot zone like the wasteland with Zeds running around at top speed is not fun.
I would love to build my own helipad on top of my base and descend directly on top of that H.
