Could not complete Grover High quest.

Same thing happened to me twice today, once in Grover High, the other one in the Navezgane Athletics Complex.

Thanks to @Danzo I was able to re trigger a group of sleepers in Grover High but that didn't work in the Athletics Complex.

I was stuck with this (did the commands multiple times from different locations).

That was a bit much for a single day imo. You loose part of the fun when you get into a situation like this.

Sometimes the showtriggers command can be helpful. Pay special attention to the red triggers. Once, I couldn't complete a quest in one of the T5 buildings for a long time, and it turned out that I hadn't activated one of the triggers. The trigger was the door frame… Not even the door, but the frame itself. After I broke it, the zombies appeared... The developers definitely need to work on moments like these..

 
I had the exact same problem today, and in the same place. I spent a long time trying to find a solution and finally did. We need to use two commands in the console:
sleeper r
To respawn all the sleepers.
Then:
killall
To kill them all.
After that, the quest was completed.

I feel your pain man,  same just now. Over half hour looking around I finally used god mode and flew a grid search from bottom to top, and on the very top of the building where we start I found four sleeping on top of one of the rooftop structures, and one on another one. Nope, and still no dot. Did the respawn and kill someone kindly posted, a few times, nope but I eventually got an orange dot which I narrowed down to 0.1m away from me centered on the roof that they were sleeping on. 

I give up.  I'm really disappointed in the new POIs, it's WAY too easy to get stuck on all the maps they didn't let us test. Haven particularly. Had to take an axe to the building to get to the loot just so I could backtrack and see what I missed. Smashing walls now huh?

Why do you say they didn't let people test the POI?  That's what experimental is.  Unless they added that POI directly into stable and it wasn't in experimental at all, then people had time to test it.  Doesn't mean that anyone had trouble with it, of course.  I don't keep track of when each POI becomes available, but I've only noticed them adding things like remnants directly into a stable version rather than into experimental.

Note that I had no problems with Grover High when I did it.  But I also did not let zombies despawn, which is apparently a bug with the new Min Script options for POI and one that they are working to fix.  That's an easy thing to miss if those testing it don't let things despawn by running away from the fights far enough that it happens.

Just had this happen to me in the same spot as OP.  Ran the respawn from debug and every zombie in the POI respawned, did "killall" and most died, the rest I finished off.  Was able to get credit for finishing the quest.

It was considered a known bug pretty early on so it seems likely that it was caught during testing and pushed out anyway. And if you have the difficulty high enough and not being fully kitted, with that many strong zombies running around, not running away (within the allowable bounds of the quest) isn't very feasible.

Yeah, but you can do so without going far enough to cause despawns.  I jumped off the roof and just killed them in the parking lot without a problem.  That doesn't mean they don't need to fix the problem with Min Script and despawns, though.  Just saying it's quite possible to complete it as long as you don't run too far.

That only works if the player knows they have a distance limit.  There is no way for the player to know this before encountering the issue.  Players are allowed to play the game how they want, so if they want to run to the far end of the POI boundaries, they will.  Especially new players that panic and just run, or stealth players that run and hide which may be far enough away to cause the issue.

Which is why I said it does need to be fixed and that they know about the bug.  I was responding to the statement that it isn't feasible to avoid running to the edges of the POI and thereby causing despawns.  I pointed out that you can avoid doing that.  Yes, if you don't know about the issue, you might not try to avoid it.  But my statement was about whether it was possible to avoid it.  I didn't know about it when I completed Grover High and didn't have problems.  I didn't even know there were a ton of zombies on the roof until I did it.  Stealth really shouldn't have this problem with Grover High because just dropping to the ground offers places to hide to regain stealth without going very far.  And this is a higher tier POI (4, I think?), so new players should have at least some experience before trying it, which should help to manage the situation, though they'll probably have a higher chance of just dying in that before they run into the bug.

Still, I'll repeat what I said and what you quoted me as saying.... they still need to fix the bug.

If the suggestions from these two posts don't help, the "cr" command might assist, as it completely refreshes the chunk and building along with all the loot. This will allow the reactivation of the triggers after which the required group of sleepers, whose elimination is necessary to complete the quest, will spawn.
Just be careful, as all the chests you placed within the POI will disappear. Additionally, the caches that appear in T5 and T6 quests will also be removed.

Recently, I ran into a similar problem at the "Shotgun Messiah Factory" location, and only this command saved me.

I'm still experiencing this same bug and this is months on from the original post, it's very frustrating to sink time into a high tier poi only to not be able to complete it I've had it on different poi's 😢 😩 each time it's frustrated me enough to just turn the game off....

It is a known bug on that POI.  It is likely going to be fixed with the next update.  Until then, you should just skip the POI.

As a note, the current bug is NOT the same as the bug from when this was posted.  That bug was fixed.

 
I have the exact problem the Grover High Quest. I have failed to find the last zombie 6 times and was unable to complete any attempt.

 
Grover High T6 still has a problem finishing the quest.  It used to be that you'd get the yellow dot up on the roof but the Zs would never spawn.  Now, with the latest build, you don't get the yellow dot, or any red dots, after going through and clearing out the POI, and the quest doesn't finish.  In what I read, this Grover High T6 issue was supposed to have been fixed in this latest build, v1.3(b9).  It hasn't.  I went through the whole POI three times to make sure.  Note that the T5 quest finishes as it should.

That is very good information for the devs to know about that I don't think anyone has stated since the latest version.  It would indicate a problem with the extra zombies related to the infestation quest type, which might be why the compass indicator doesn't appear.

 
Took Grover High as a Clear Infested - no more zombies. Hit 2 triggers to open doors, but can't find any more. Banged my axe around on every level of the poi, but no zombies. No red dots. No yellow indicators. Guess I'll just walk away with all this loot, but not able to finish the mission.

 
My mates and I just took two shots at Grover High and could not get it to complete. Same as other have posted; all found zombies killed and no more dots. T5 in the wasteland.
