XBOX Zombies keep respawning infinitely

I go to Tier 5-6 mission say Grover high, start the mission and follow intended path.. up the roof and kill the horde, then i start hearing these weird thumping noises and all the zombies I killed have respawned. Same thing happened when trying to skip to the end loot in crack a book hq. Same thing when trying to skip to the end loot at Grover high by knocking down the doors. They just keep respawning in the exact place and I believe it's the exact same type of zombies. I'm playing insane permadeath so it's rough dealing with this. Whats up why do they keep coming back? Will they stop if I keep killing them? This only happens in tier 5 or 6, I thought maybe you were trying to prevent people from skipping to the end loot but I tried from the beginning at Grover high and got the same result. Please tell me what's going on thank you.
