It isn't like TFP did not advertise this would happen WELL BEFORE v1.0 ever released on Consoles.
Along with constant notification of this being probable for the past few months in the developer diary, on the Steam forum threads, and in the Official Discord.
You were also warned that the game was still being developed when you purchased it in the game store, and this is normal for games that are still having changes made to core mechanics and features.
I don't know how you couldn't have anticipated this, unless you chose to do no research at all into what you were spending your hard earned money on. Which isn't exactly a smart move.

As pointed out, this was mentioned multiple times and places, including the in-game news section. The game is still being developed, and that is something you have to expect if you want to play a game in development. To be clear, you are most likely going to need to start a new game for 3.0 and 4.0 as well. Minor updates likely won't need a new game. If that's not acceptable, set the game aside until development is complete at 4.0.
