PC Working as intended, or a huge bug that no one seems to mention...?

OK no one talks about the "huge bug" I am about to describe, so I am wondering if I missed a note on game mechanics somewhere and this is actually working as intended...

We can currently craft level 5 items. I was under the impression that level 5 items always had 4 mod slots. Not for us. We are getting a random number of slots on all newly crafted level 5 items between 0 and 4. This means we need to spam-craft almost everything till we hit a 4-slotter (yeah we have enough mods now to fill 4 slots on many items).

Anyone?

 
I have only seen this addressed once or twice on here, I think people are unsure of how it should work. But crafting a blue quality AK and seeing it has no mod slots at all kind of sucks, and I doubt this is what TFP had in mind.

Yes. A few people followed up saying they noticed this, but no one was sure if it was intended or not, so I thought I'd try these forums.

Imagine crafting your first Jeep and it had 0 slots...

 
The equipment I purchase from the vendors does the same thing..... ModSlots = RNG (0,ItemLevel-1).

Randomness does not make sense in a manually crafted item..

Must be a bug.

Imagine buying items from a craftsman (lets say pottery) that has random cracks in it.

Would not make a very happy customer...

what can you mod on a jeep anyways?

 
Not sure. Most things take at least a dye mod which boosts them in some way. Eg dye on a club gives it +2 damage.

 
You need to sit and watch it being crafted in the window or it will bug out. Watching it craft you'll get your expected mod slots. Probably a bug doubt it's intended.
