Why there is no modlet that would allow to drive Non-Drivable vehicles?

It would be interesting to see non-drivable vehicle multiplayer-friendly-modlet that does not require new client-side resources.

Is there a reason why it would not be possible to make cars like these drivable in 7DTD Alpha 21:

you'd need a separate entity since these are just props.

Vehicle madness does this with the short buses and the vans like working stiff and ambulances. 
though you can't drive them straight out of the box, you either need to repair them or craft them.
