PC Why there is no craftable Reinforced Chest?

I'm just wondering, there is a few more containers on A17, but no recipe for them, like the reinforced chest.. someone forgot to write this recipe?

Or, like with majority of new loot containers, its just that, a new loot container we have no access to craft without custom recipe.
