why is this watcher armor not in the base game.

I don't understand why is armor is called the watcher and not in the base game. they should remake it to look more like the edited photo I did turning the armor into navezgane riot control police armor. not just because it would look better but it fits the lore considering law enforcement and military where attempting to control the spread of the infection but ultimately failed to contain it. Theirs also literally a news paper image you can clearly see navezgane law enforcement trying to contain zombies in the background of the photo

Hope they will add SWAT/Riot armour sets in the future as well as Millitar/Soldier armour
