It was changed long before magazines came in, so I doubt it's related to that. And actually it's not that big a change. Rather than have 600 levels with a breakpoint every 100, there's just 6. Think of it as rounding off the decimals.
My guess is just part of general simplification, to make gear quality immediately comprehensible. 600 quality levels is a lot, so they collapsed them into six.
Similarly, the way random stats was changed so that higher quality always means better stats. It eases the workload on the player. You don't do point by point comparisons, if you're using a Q1 and you find a Q2, it's better so you upgrade.
