What is ModAPI ? In context of making a dll.

Im trying to make a mod, and any mod from what i've seen that uses .dll code needs to have "ModAPI" and when the mod is loaded it would read: found ModAPI in ___ loading code.

i've read the wiki page but i have zero clue what any of that means, is ModAPI a dll that you use for a reference ? is it a format ? im so confused, there is like no resources for modding this game

and the mod that i want to make is so simple too, i just want zombie deaths to make heat for screamers, and I've been confused for days, please send help lol !!!!
