PC What are Advanced Fuels?

So I'm trying to figure out what advanced fuels are. I thought it was turning oil shale into gas but my brother can do that and he doesn't have the perk for it. So what the heck is it?

This wasnt answered anywhere, so just to refresh this:

Rumors say, that since biofuel was removed that there are no "advanced fuels" so the perkdescription is wrong?
