I seriously doubt TFP cares about this. Players have to make a conscious choice and take discrete actions to create an infinite water source. How that choice affects their enjoyment of the game is entirely within their control.

I started playing when A15 released. I have made an infinite water source once. And that was just to see how it worked.

Filling the jars is just part of it. I don't see it as an exploit creating a well. You still have to go out and get the jars.
 
You need a crucible to forge them so probably not for the first few days at least. It usually takes me 2-3 weeks or more of game time before I save up enough to buy it but the Effficient Emmets and Maximizing Marcies of the world will probably complain about water being solved on Day one...lol
 
Well, the only thing were they are really useful for me personally is in MP Coop for mass glue production as explosive arrows and rockets cost a LOT of duct tape for group of 4-5 people. And having a ton of dew collectors needs a lot of space and is tedious af but doesn´t provide any challenge at all. For survival it doesn´t matter as the dew collector doesn´t really make it harder but again just more tedious.
