WebDashboardEnabled keeps resetting to false in serverconfig

I have changed the setting for WebDashboardEnabled to true 3 times, and every time I restart the server to make it take effect, something keeps changing it back to false, and before it is asked, yes I saved the change.  I also changed EnableMapRendering to true as well, and that change stayed true and did NOT reset to false.

I also tried stopping the server, then editing the config file, saving the change, and restarting the server and it still resets to false.

Found the issue. My server host has a separate startup section and in there WevDashboard was set to disabled / false.  Issue sorted.  In case anyone uses this host, it's through BisectHosting, so if you have the same issue as I do, check the startup tab.
