PC Visual bugs?

Does anyone know what's with the weird white flickering? Is it because I run an all AMD system? (R7 5800X, 5700XT 32GB RAM)

Or is there some solution that I'm not aware of.

It seems to be related to temporal anti-aliasing. I've noticed sometimes it flickers even without moving the camera.
