Please tell me, if I remove the line <property name="mod" value="1"/> from seat2 and seat3 in 4x4, will it affect passenger capacity without using any modification for extra seats?

 
Yes, that line is what gates them to only work with the seating mod. If removed those seats should be available all the time.
