Hear me out. Right now, it's easier to build additional vehicles than it is to add an extra seat! Not only is this a bit silly, it also completely devalues the seating mod as an item. Why not make it more common so it can be used at a stage of the game when it might actually be used?
First off, let's acknowledge that the item really only has any utility in multiplayer. This is important because we want to look at it in the context of a multiplayer game.
Vanilla vehicles now have more seating by default, so in most multiplayer games, by the time you find one you can just build entire extra vehicles - and why wouldn't you? More storage space, more freedom of action, and fuel consumption is fairly negligible. IMO, rather than for sticking 6 people in 1 truck late in the game (and how often do you have 6 players on one team in multiplayer anyway?), the extra seat would be better put to use as a stopgap in the early- and mid-game, when resources are scarcer and players must work together more closely to conserve them, forcing meaningful tradeoffs in convenience and cooperation (do we double up on minibikes/motorbikes, or try to build more vehicles?). The seat mod doesn't invalidate extra vehicles because the freedom of action from players having separate vehicles is pretty huge!
I feel that a minor change to make the vehicle seating mod much easier to find, at least as common as the headlight mod, would encourage teamwork and planning which currently happen only extremely rarely.
