I've got 3 points in grease monkey, and it is day 18.   No mini bike.  

Any tips to getting a vehicle faster?

 
Get only the Machine Gunner skill, get the Tactical Assault Rifle or M60 as soon as possible, and explore more POIs.
You don't need to get the Grease Monkey skill.

 
Not really, but since Passungas crates only drop vehicle magazines, it's more efficient to simply increase your attack power and get more search attempts.
