I suspect the restoration kits might just be a simple .xml patch, but I've always wondered if having each one individually was required due to some other reason that's not obvious at a distance?

There is a reason for individual tools in Vehicle Madness to get a vehicle restored/repaired, when you stroll up to a vehicle and are a certain amount of blocks away the tool is looking for a 'block name' to match the one in the exchange field of the restoration tool. The tool can only activate when a matching name is found otherwise it does nothing .
It maybe possible with the new features opened up via game events / twitch methods, but when we came up with this way back in earlier days the end goal was to somehow get a vehicle into game without a full tank of fuel. At present I want to keep Vehicle madness free of any c# code stuff to maintain compatibility with other mods and overhauls.
A gameevent spawn I have not investigated as I have been absent from modding since the middle of last July 2025 but I suspect it may spawn a vehicle with full tank of fuel.
On the subject of Vehicle Madness and the new game version 3.0
I am working on getting that ready shortly ! I did the bulk of the new XML changes a week or so back and I have spotted a few minor things to sort out.
