I don't remember if you said you worked on RWG. Is anyone currently working on RWG?
Spun about 60 maps so far with different settings. All "factory_#" are turning up factory_03 consistently, every time.
Only PopnPills, nothing else.
Seems to be ignored in Bug reporting or downplayed as "normal."

Factory_03 appears because it's a 60x60 POI. Factory_01 and Factory_02 are 100x100 POI that only appear on industrial cap tiles, which are uncommon/rare. In addition, there are other 100x100 POI that appear on the industrial cap tiles, further reducing the chances that they will appear. Because of the biome progression, you have even fewer chances for industrial cap tiles because of how they have the towns set up in RWG. But even without that, one single spot on one single tile that is not commonly placed and is used for multiple POI means you aren't going to see all of those POI on a map, and can have trouble getting any specific ones to appear. TFP has said they want to improve that (I'm going to assume by adding new tiles that support those POI, though they didn't say how they plan to improve it), but that it is low priority right now.

Here are some options you have until they get it fixed:
  • Modify the rwgmixer.xml to increase town sizes in all biomes and add industrial districts to each town type, or at least to ones you want to have a chance of having these POI (larger towns have a greater chance of having the industrial caps).
  • Make larger maps. The larger the map, the more chance of getting these tiles.
  • Use "Many" for towns when making maps. More towns can increase the chances of these tiles being placed.
  • Manually edit the map after making it either using World Editor or by manually editing the prefabs.xml file. Replacing some tiles with industrial caps where it will look okay and then placing the POI you want on those tiles, removing the original tiles and POI/parts that were there, will let you have any POI you want. This is time consuming and you should make a backup of the map in case you mess something up. It is best to do this before starting a new save, though you can reload chunks to load in any changes in a current save if you want.
  • Use a custom POI pack that includes custom tiles that include an industrial 100x100 POI Marker, preferably that is not a cap tile. You can use just the tile(s) and not the entire pack if you want.
  • Use a third party map generator like Teragon. It also has the same limitations with RWG in terms of only having one tile that you can place these POI on, but you have additional options available that can increase your chances of seeing the POI you want, even if you might still not get all of them on a single map.
  • If there is a specific 100x100 industrial POI that keeps appearing on the industrial cap tile, you can temporarily delete (move) that POI out of your game folder before creating a map and it will not place that POI and will instead place another one of the POIs that fit that location. You can then put it back into your game folder after making the map.
Unfortunately, these are the options you have until they fix the problem.
 
Anyone find any temperature protection clothing in Savage Country or other good places? Using a pre v2.5 save and my base is in snow biome. Freezing 🥶
I haven't paid much attention to where I have found them, but I'd assume any clothing you can loot can have them. I've got a bunch of the stuff.

I just wanted to comment on the storm changes in 2.5. The time you can be out in the storm before it causes you damage is a definite improvement over how it used to be. I can actually go through a POI that has outside areas during a storm without taking damage now. So it's a definite improvement.

I was in my snow base as always before 2.5 with my cool big walled estate...I just started all over again, kept freezing, and eating a crap ton of food wasnt worth it! My new game I came across a big Savage Country store and ended up with a few under hats, gloves, socks and shirts and 1 weather mod to boot, was on a T3 mission
 
I played my old save for about 10 hours in snow biome and found two pieces of clothing, at least one is tier3, but both are not enough to keep me from freezing. But I have a generous farm in the winter biome that generates enough food to compensate.

Generally it seems an acceptable drop rate as I would surely have found a complete set already if I had played 2.5 from the beginning.
 
You're gonna have to move or not leave the house much. Clothing racks will be your best chance for getting what you're looking for.
I've been able to move around ok so far by traveling when the temperature drops, no precip to stay dry and drinking coffee. Nice that coffee stacks! I wish that friggin Scorcher Stew worked!

Sort of... my pack has some Tiles that include some non-standard size POI markers and the POIs that can land on them. If you only use the Tiles, those spots will remain empty.

Towards the original problem, I do try to add more tiles that address scarcity like is being experienced. Do to the way RWG is designed to work, I can't ever guarantee placement, but I do try to increase the odds.

In my opinion no. I am really happy that the trader has no clothes to sell. Your current problems will never ever happen again since you will start with a 2.5 or later game next time and surely have a full set of clothes already when you start to enter a new biome.

The game should have items exclusive to looting, this is one of a few ways where game restarts can differ from a previous game. Crafting and the trader have randomness only in very small doses.

Good point. Though if the tile includes a 100x100 marker, there probably aren't many other markers on it. Still, it is a good point. Using a custom tile without the associated POIs in the pack can mean the tile will be empty of anything other than the POI that fit a specific marker or markers (such as that 100x100 we were talking about).

They seem easy enough to find. I'm on 2 hour days and on day 6 I had found a tier 2 shirt (not quality 2). I have found about 10 tier 1 shirts (mostly quality 1, but up to quality 3) and about the same number of tier 1 gloves (again, mostly quality 1). I only found a few tier 1 hats and a single tier 1 pair of socks. And I found one armor mod for heat/cold. I think that's a decent enough drop rate. If you're trying to rush the snow, then it would be an issue, though.

Still, there are people who don't want to scavenge, so being able to craft them could be good for those people.
