upgrading wet cement blocks

Ok dumb question I put down wet cement blocks then i upgraded with cement and now i cant tell what i need to upgrade it again. Just looks like a plate but cant tell what it is. This is on True Survival. Thanks

 
Sorry didnt realize. I tried using forged steel to upgrade cement but just shows me a x with picture of what looks like a plate of some kind

 
Don't know true survival, but...

It likely is still something steel based, so click on the forged steel, then "recipes" and look at the icon of everything you can build with steel. One of them should look like the plate you see.
