Windows Turning with mouse extremely laggy, but not when holding right mouse button

As the title describes, for reasons entirely beyond my understanding, turning while using a mouse is laggy to the point of being near unplayable. My rig is pretty old at this point and I would normally just chalk it up to that, but the strange thing is that it doesn't have this problem at all when using a controller. Stranger still, this issues is entirely absent if I continue to hold down the right mouse button, regardless as to what I have equipped at the moment (That is to say, either ADS or continually power attacking). System Specs:

OS: Windows 10 Pro
Processor: Intel(R) Core(TM) i5-6500 CPU @ 3.20GHz 3.20 GHz
RAM: 16.0 GB
GPU: NVIDIA GeForce GTX 1070
