PS the polar bear club not working ps5

I did that years ago and on PC, so can't say if there's any issue today with it, but have you tried swimming with no armor or clothing in the snowy forest while the temperature is at the lowest (there's a temperature range in each biome)? Perhaps during a storm? When I did it, I had to do it during the old blizzard mechanic in order to get cold enough.
