The Red Devil Tires are not unlocked by anything? are they loot only?

They are in loot like everything else if you look in Loot.xml also in progression as well everything should be tied to T2. So level up and you could make them if it takes to long to find. As i also added wheels to crafting and updated the version to 1.1. I hope that helps enjoy.

My AC_ATV keeps wanting to drive off without me Figured I could just park in in front of something but once it hits it it goes into reverse and I have to chase it down anyways.

I had that problem when using a vehicle mod a while back. But holding spacebar for 5 seconds fixed it for me. To clarify, being in the vehicle and having stopped then holding the spacebar for 5 seconds got it to stop moving when i got out of the vehicle. Let us know if that works or not for you.

Yes the AC_ATV vehicle will move by itself when parked and it like been made from paper which it very light weight while driving, will flip very easily.

Hope there is a look on it.

Well, I attempted to reproduce the issue, but here i am parked on a hill and stepped out to take a screenshot. I just held the spacebar for a few seconds after it stopped moving and got out. 
Which version are you using?

A20.4 and A20.5, yeap it will park there when you completely stop with spacebar often but it will still move by itself when you get up the car and get down fast.

Other modded vehicles i used like the silverton/policecar doesnt have this issue.

Not sure what you mean by "get up the car and get down fast."

If you mean get moving then exit the vehicle without engaging the parking brake/spacebar then I'd say vanilla vehicles do the same?

Hello, have  another question, about the dirt duster dirt bike, it says I can craft the tires with a front and rear tire, I have lucky looter maxed out, lucky goggles and loot stage 159, am I just having poor luck finding them? Thanks

As long as you're not running any other mods which might alter vehicleparts lootgroup then yeah it's probably bad luck. 

You should find them in garage loot and gas station loot, as well as red and blue lootbags, and semi rarely in workbenches.

the  teleporter ist not destroyable once placed, not even with the dev weapons. any solution for this?

On your AC ATV there is no way to get the schematics in your loot.xml so your can make it. An since the recipes have the learnable tag you can't make it without the schematics.

Correction you can't make the chassis and body without the schematics.

Plus in the items.xml the chassis and body say they are unlocked by greasemonkey and schematic but, there is no progression.xml to unlock them with greasemonkey.

unless you are want them to get the chassis and body through lot and that is the only way you can make it.
