Some new blocks to patch the holes

Ok, this is a bit hacky, but it would work if you don't mind hiding some gaps in the walls.  Here is a 45 degree wall with a plate floor.  I only did the edge of the floor, so you would of course continue the plate floor out from there.  I made this using 4 shapes and have made each shape a different material so you can see it more clearly.

The wood blocks are simple 45 degree ramps on their side to form the main wall, though if you are willing to do a wall that's just the width of a plate, you are better off using the Plate Diagonal for the main wall (using Plate Diagonal Filler to fill in the gaps).  The cobblestone is Plate Diagonal Wall Left (Right is also an option, depending on your wall).  It is rotated to have the plate floor on top so you can build stuff on the floor.  The concrete is Plate Diagonal Filler Wall Right (Left is also an option) and is also rotated so the plate is on top.  This fills in the gaps left between the cobblestone blocks.  And the steel is just a Plate block to create the rest of the flooring.

Now, this is not perfect.  As I said, it's a bit hacky and you'll need to hide the back of the wall.  As you can see here, it looks fine.  But in the next image, you'll see that the back is a bit of a problem.  Also, you'll see that the Plate Diagonal stuff sticks out a little from the 45 degree ramp.  That's one reason why using Plate Diagonal for the main wall is better.

Here you can see the problem on the back.  You can't place any blocks into that area where the cobblestone is, so you'd need to cover that up to make it look good from the back side.  However, if you were instead to use the Plate Diagonal for the main walls, you won't have any issues with the back.  The only downside is that the Plate Diagonal means your walls are only the thickness of a Plate block.  If you're okay with that, this will let you do 45 degree plate walls with a plate floor without any trouble.

That being said, you are going to find that it is much easier to build a base using full size blocks instead of plate blocks for floors, ceilings, and walls.  There just aren't a lot of good options for plate thickness stuff.  You can find ways to make some stuff work that way, but it'll be a lot more challenging and not always a success.  I know it can look nicer using plates as they are a more realistic thickness, but you will quickly get used to the full thickness blocks for that stuff and it really isn't that bad.  It's also far more difficult to get things looking good if you are using angles for walls.  Again, you can usually find ways to make things work that way (I ended up doing a tunnel that was using a 60 degree wall once), but it's far more work.

As far as doing rooms and stuff, you really only have to worry about getting the ceiling in the downstairs part to look right and then you can just build a room on top of it normally.  You're probably going to have more luck doing that than to try and make the room while trying to use blocks that have the plate "floor" attached to the wall block like you're showing in the image with the L-shaped gap.  And sometimes cheating a bit on different floors so they aren't exactly the same configuration at corners can help you to get something that looks right on each floor even if they aren't really exactly the same on each floor.

I will also add that if you're willing to do so, you can always make your own block shapes as a mod or even adjust some existing block shapes.  Depending on what you want to do, some of that is pretty easy to do.  For example, you can make a copy of a block and change the offset of it so that you can "push" a block that wouldn't normally fit against an angled wall up against it.  Of course, adding more blocks to vanilla is preferable, but this is an option you could do right away.

I don't know anything about making games, so I don't know if allowing clipping into the game for base building would help. I think it was on ARK: SE that there were problems with base building and they fixed something with an update about being able to clip the pieces together or something like that. But like I said, I don't know anything about game making, so I don't know if that would help in this type of game or not, just an idea.
