It only unlocks before the workbench if you put points in Yeah, Science before you put points in Advanced Engineering.

It's not an automatic thing... you chose this.

Why would they allow you to do this? Because workbenches exist in the world. It leaves it up to you whether or not you need to perk into getting the workbench or not. Some players get lucky and find a working workbench on day 1, so there's no rush to use points in that.

 
I think you are perhaps slightly over estimating the availability of work benches in Navasgane?

I've never found one that is not broken.

How was that an over-estimation? I didn't say there were a lot, and OP did not specify. I am just pointing out that there is freedom to purposely not get the workbench perk right away and the reason for that freedom.

Another reason would be if you were playing MP and someone else already perked into it.

True. You would still need an additional point in intellect, but regardless, this doesn't mean much. I can be over level 25 and not have perked into either yet. At that point, I can choose whether or not to get the chem station before the workbench. If I am under 25, and there is a working workbench nearby, then going for yeah, science would be a no-brainer.

 
while traders usally have working workbenches(trader Joel in navezgane-nw trader for instance) im just saying it seems kinda moronic to be able to unlock the chem station before being able to craft the workbench nessary to craft it

I'm level 62 on day 38 and I've travelled 139 KM, I assume that is less than average. I have found a few stations but all but a handful have been broken. Not everyone explores the map as much as you so they don't find as much usable stuff like stations or unique items.

In RWG, it's random. Like I said, it is possible to spawn right near one. There are quite a few POIs with them, not just traders. I have had games where I could swear there wasn't a single one, even after exploring the majority of the map.

For those who do not wish to seek them out, simply do not worry about the chem station perk. Just ignore it until it's useful.

If you got lucky, it's available for you.
