Windows skill points being replaced and not added up

I have noticed when I am saving up skill points that when I get 2 when I have one in reserve, I have 2 points instead of 3 (this could be because of 200% xp)

The game tells you "You have 2 skill points to spend" because it displays the sum of skill points you have, not the amount of skill points you get.

You never get 2 skill points at the same time.

Yes, you only get one perk point per level. The only time you get more than one at a time is when you get the initial 4 points from completing the intro challenges. If it says how many you have to spend, that is an indication of how many are available, not how many you just received.

Yeah, it gives you the total amount of skill points you have unspent as a reminder of a sort.
