Skill Point paper not showing up

Ok so I wanted to add skill point papers to my server (as it sounds, papers that give 2-5 skill points). I added the information to the items.xml and to the quests.xml (a copy of what I added is included). It's not throwing any errors, however the item are not showing up in game.

You also need to add them to loot (to find them in corpses/containers) or recipes (to make them craftable).
