Server wide voice chat?

Is there a way to switch the proximity voice chat to be server wide instead?   Trying to avoid outside discord / team speak suggestions here.  

 
This would be amazing. I play in a large group and we talk on discord. But it's difficult when we split into groups to do diff things and we all are talking over each other. We want to do the in game thing, but we also want to communicate with the entire group when we want/needed. Having a local and global chat in the game would be a lot better.
