Server only shows to others when im on

I have created a Dedicated server for A17 experimental and it shows under the server section and the Lan section when I load the game up. However it does not show to any of my friends until I log into the game. once in the game my friends can see the server and join and can stay playing if I log out. however if im not on the server disappears when they log out even though they have favorited it. ANy thoughts why this is happening and what can I do to keep my server showing when im not logged into the game

 
I am running the dedicated server off my computer. I have downloaded the server files from steam for the expermintal version. I have all my ports forwarded and the server is visable to others when im logged onto the game. there are no logs because everything seems fine except the minute I log off the server disappears from the list and is removed from my friends favorites.
