It means different things to different people. As long as there are combat builds based on physical qualities (strength, agility, etc.), some consider that a RPG. Others choose to play a role on a team, e.g. farmer, physician, mage, warrior, etc., in online games. That's a little closer to a RPG, imo.
Traditional cRPGs, of course, provided the opportunity to play a "role," like an actor, and significantly alter the game world via the resolution of dilemmas, choices and decisions made in memorable stories. <-- That's a RPG by my definition. Ergo, 7DTD is not a RPG to me, no matter how often Rick says it is.
