Do trader quests have a time limit?

I cant seem to finish one. Do I need to stay in a certain area during the quest?

I cleared an encampment ,I thought, but no change. It says failed or something.

What am I doing wrong.

AND Oh

It appears if you read a looted note quest... and decline the quest... the note disappears. Is that supposed to happen?

There are quest conditions when you do the quest.

Clearing quests require you to stay within bounds of the place, no kiting Zs away or it won't count.
