Question on "normal" headshot damage multiplier?

I remember in A16 in the items.xml there were multipliers for each weapon for headshots. Can't seem to find that now. So am I to presume, if I am correct, that the only way to increase headshot damage is by the perk?

If that's true, a player would have to be level 22 (approx) and spend no other points on anything just to do double damage with a head blow?

Would this assessment be correct?

Yes, headshots +100% require perk lvl 4 and skil lvl 7 (either accuracy or str perk).

You also have the crouch bonus, +100% only require perk 3 and agility 5

 
The modifier is defined in progression.xml
Yes i reviewed that. But it seems the only additional damage for headshots is not about hitting them in the head, its about training a weapon type to hit them in the head. I just figured for zombies they always take more damage in the head regardless of the players trained skills.

Am i mistaken on this?
