Quest Progression settings appear to work correctly in single-player but do not correctly apply to trader quest tiers on dedicated servers.
With Quest Progression set to 5:
With Quest Progression set to None (-1):
On a fresh single-player 3.0 Experimental world:
This suggests the Quest Progression setting is functioning correctly in single-player but is not being fully applied on dedicated servers.
Dedicated servers should apply Quest Progression settings the same way single-player worlds do. If progression is set to None (-1), all quest tiers should be immediately available after trader access is unlocked. If progression is set to a custom value, trader quest tiers should unlock according to that configured value rather than the default quest point thresholds.

Observed Behavior
With Quest Progression set to 5:
- Opening Trade Routes unlocks after the configured number of completed quests.
- The quest menu reports progression based on the configured value.
- However, actual trader quest tiers remain locked behind the default quest point thresholds.
- Example: Tier 3 jobs did not unlock until reaching 31/30 quest points, despite progression being set to 5.
With Quest Progression set to None (-1):
- The quest menu updates and displays progression as unlocked (31/0 points, Tier 4 displayed in my test).
- Traders still do not offer all quest tiers.
- Advancing time, changing days, resetting trader quests through admin options, and using progression-related admin commands did not update available quest tiers.
Single Player Comparison
On a fresh single-player 3.0 Experimental world:
- Quest Progression was set to None (-1).
- The quest menu displayed Tier 6 with 0/0 points.
- After completing the initial trader introduction quest, the trader immediately offered all quest tiers as expected.
This suggests the Quest Progression setting is functioning correctly in single-player but is not being fully applied on dedicated servers.
Additional Testing
- givequest quest_tierXcomplete commands did not update displayed quest points or available quest tiers on the dedicated server.
- Giving XP also had no effect on trader quest tier progression.
- Actual tier unlocks continued to occur at the default quest point thresholds.
