Quest custom dialog

So with A17 is it possible to make an npc like a trader and give them custom dialog and custom quest. If so would it still behave as a trader with inventory \Store or is it possible to just make an Npc that stands around and will speak the dialog you create for them and offer the quest you made?

I've always had a mod that I want to make and I had a lot of success in other alphas but this one spot has always hindered me. Has quest finally got to a level we can make a full story driven mod?

 
Has nobody messed with quest and dialogue yet? Was really hoping this alpha we would be able to write script for static npcs and also assign quest and rewards from them. In the past I had to use corpses, I hope we are not still there again this alpha

 
Yes, it's possible. I've messed with it.

Basically look at the convo scripts and see how they reference the localization file. ...it's a pita.
