POI QuestMarkerHelper does not allow player block placement

A player (Sharky Shark from Spartan-85 TFP Creator Streaming Server) reported an area in a POI (ranger_station_03) that does not allow player block placement.
The area can be localised to 2 blocks which take up the dimensions for where the Quest Rally Marker would appear.
The block area is currently taken up by the invisible, non destructible, and sight only collision 'questMarkerHelper'.

This is a non modded (console compliant) dedicated server.

Reproduction Steps
Attempt to place blocks on the area a questMarkerHelper is located.

This issue is known, and there is already an old internal ticket for it.
I will add your report to the ticket comments and mention that the issue is still valid. Hopefully it will get looked at soon.
