Please fix bugged logic of tags in the quests (2.2)

If to write anything as "value" on any quest:
<property name="extra_tags" value="" param1="extra_tags"/>

Example:
<property name="extra_tags" value="test" param1="extra_tags"/>
or
<property name="extra_tags" value="test"/>

Traders will stop to offer this quest completely, and will start to ignore "quest_lists".

Please fix this glitch. Sense of bug - trader ignore quest list and don't offer quest (if "id" of quest is present in quest list, but have custom extra_tag).

If custom "extra tags" will stop to ruin trader offers: this will unlock huge possibilities for modders to make events and to make challenges by custom quest tags.
