Only Publically visable when LAN player joins

My friends can not see my server on the Public server list. Only when I join it locally (LAN), are they able to see it. Even when they mark it as a favorite, it still won't show up until I join it locally.

How do I make it so that it's viewable Publically all the time?

Going to need a lot more information on your setup, but at a guess, you either have ports blocked, or a networking protocol disabled.

Attached is a screenshot of my Firewall settings on my server. Hopefully I have it set right.

7 Days to Die and 7D2DRat to be Public. Wondering if that'll help.

Do you need any other settings or something?

Did you open the game ports in your modem/router? Is SteamNetworking still disabled in the config?
