No tier 4 quests / mostly buried supplies quests

Dear darling Jugginator (or alternatively anyone else reading this), I once again have the sad duty to inform you about a bug. This time it is a tougher one and I don't have much information about it. Basically Rekt in the forest only offers me one tier 2 and tier 3 fetch/clear, other low-level quests are buried supplies ones. Additionally he and Jen have no tier 4 quests available. I believe these issues are linked as tier 4 buried supplies quests don't exist. Tier 5 quests still work just fine. I'm not quite sure when this happened or what caused it. I first noticed it around two thirds through completing tier 4 when I was doing quests for Jen. Then, when I completed the tier and returned to Rekt, I noticed that he had only one tier 4 quest and almost all of the lower tier ones were buried supplies quests. Bob in the desert works still fine. Much love and adoration!

P.S. I noticed a previous bug report about the buried supplies part here and hence added the map_info.xml (.txt) as an attachment.

An update, after playing the game for a while, completing the two other biome badges and one tier 5 quest for Rekt, he has started offering tier 4 quests once more. However, now he only has three tier 2 quests (two buried supplies, one clear) available for some reason.
