PC No stairs

Sure there are. Hold down R when you have the building block in your hands. There are a couple of thousand different shapes. More than a handful of them are stairs.

Yeah, a variety of stairs, ladders, ramps, etc. are available from the shape menu (R by default on PC).
And if you have been inside any multi story building in the game, you would see them as well.

Could be, but their limited number of other posts didn't seem to be and since they are on console based on their other posts, it's probably just harder to figure out there.

Unfortunately, the console section doesn't have a support section or a suggestion section and they are directing people to post those on the PC forum. We're seeing a lot of console user posts and will likely to continue to see them. It does make offering advice more challenging.
Most likely, the person had played an older version before. Previously, the ladder was a separate type of block, and not a variant of the regular building block.
