newbie question / unlocking new recipes

Hi guys,

I bought the game recently, kinda beginner. I want to unlock new recipes but I cannot find any book. I have read lots of posts about this, they all say they are everywhere even in garbage(I dunno what has changed during patches). I found only one (1) book in total which was something about tea making. I have lots of schematics but appearently if I want to craft lets say weapon flashlight, even I have all required components.

My character level is 47 or 48, I gave skill points to crafting too. Please help

 
There are only a couple of recipe books at this point. Most crafting is unlocked by skill points. The recipes for a weapon mod I think are unlocked by the engineering perk.

 
Andac, max out intelligence and the corresponding sub perks (ex: Master Chef) to unlock recipes (books/schematics in old version are gone except for beer and sham cans).
